<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5.1 June, 2005 <br /> <br /> <br />Severe Condition (Red). A Severe Condition reflec1s a severe risk of terrorist attacks. Under <br />most circums1ances, !he Protective Measures for a Severe Condi1ion are no1 intended to be <br />sustained for substantial periods of time. In addition to the Pro1ec1ive Measures in the previous <br />Threat Conditions, departmen1s and agencies also should consider !he following general <br />measures in addition to 1he agency-specific Protective Measures that they will develop and <br />implement: <br /> <br />Government <br /> <br />. Increase or redirecting personnel to address critical emergency needs; <br />. Assign emergency response personnel and pre-positioning and mobile specially trained <br />teams or resources; <br />. Monitor, redirect, or constrain 1ransportation systems; and Close public and government <br />facilities. <br /> <br />Businesses <br /> <br />. Complete recommended actions at lower levels <br />. Listen 10 radiofTV for current information/instructions <br />. Be alert to suspicious activity and report it to proper authori1ies immediately <br />. Work with local communi1y leaders, emergency management, government agencies, <br />community organizations, and utilities to meet immedia1e needs of the community <br />G Determine need to close business based on circumstances and in accordance with <br />written emergency plan <br />. Be prepared to work with a dispersed or smaller work force <br />. Ensure menIal health counselors available for employees <br /> <br />Schools <br /> <br />. Complete recommended actions at lower levels <br />. Listen to radiofTV for curren1 informa1ion/ins1ructions <br />. Be alert to suspicious activity and report it to proper authorities immediately <br />. Close school if recommended to do so by appropriate authorities <br />. 100% identification check (i.e.-driver's license retained at front office) and escort of <br />anyone entering school other 1han students, staff and faculty <br />. Ensure mental health counselors available for students, staff and faculty <br /> <br />Neighborhoods <br /> <br />. Complete recommended ac1ions at lower levels <br />.
