<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5.1, June, 2005 <br /> <br />of the county to provide services elsewhere, and the county itself may not <br />seek to declare an emergency. We recognize our role in this case to <br />support the community and facilitate their activities geared to reducing the <br />impact to the extent we are able. <br /> <br />ACTIONS <br /> <br />o Municipality will establish and maintain incident command at the <br />scene and the local EOC. Internal notifications should take <br />place as specified in the affected community's emergency <br />operations plans. The affected municipality may choose to <br />declare a local state of emergency at their discretion. The local <br />Emergency Management Director maintains SOP's for this <br />purpose. <br /> <br />o These situations may require assistance from external <br />organizations. The municipality will notify the EMHS Duty Officer <br />as soon as practicable. EMHS will respond to the scene or EOC <br />and gather intelligence from responding municipal andlor county <br />agencies and notify the County Manager, andlor Public Health <br />and the Sheriff. <br /> <br />o EMHS evaluates the scope of the incident, coordinates <br />essential services, and provides emergency information. <br /> <br />o There would be PARTIAL or FULL utilization of this EOP <br /> <br />o Depending on the nature of the emergency, the County <br />Manager, Director of Public Health, or the Sheriff may decide to <br />request notification of the Ramsey County Emergency <br />Management Council and activation of the RCEOC. <br /> <br />Level 4 - Countywide Emergency <br /> <br />A disaster involving one or more communities within the county, or any <br />situation that will exhaust the ability of the county to provide services will <br />result in the need for a formal declaration of a state of emergency. The <br />main criteria is that all available local resources have been utilized to the <br />best of our ability, and there will be a need for outside assistance <br /> <br />This could be a significant national or international event, large-scale civil <br />unrest; results of a tornado; major community emergencies, events that <br />might result in the need to evacuate large areas of one or more <br />communities, andlor events that otherwise threaten to compromise the <br />continuity of governmental functions. <br /> <br />Normal governmental operations may be suspended. The effects of this <br />emergency are wide-ranging and complex. A timely resolution of disaster <br />conditions requires countywide cooperation and extensive coordination <br />with external agencies and jurisdictions. <br /> <br />21 <br />
