<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5./, June, 2005 <br /> <br />ACTIONS <br /> <br />o Individual Municipalities will establish and maintain Incident <br />Command and activate their local EOC's and applicable local <br />plans. Affected municipalities may choose to declare a local <br />state of emergency at their discretion. The local Emergency <br />Management Director maintains SOP's for this purpose. <br /> <br />o Notify the EMHS and State Duty Officer as soon as possible. <br /> <br />o This Emergency Operations Plan is automatically in FULL <br />utilization. <br /> <br />o All municipal EOC's will be fully activated and municipal <br />Emergency Operations Team members will be required to <br />report to their respective EOC. All municipal departments may <br />be engaged in the community's response. <br /> <br />o The RCEOC will be fully activated and county Emeroency <br />Operations Team members will be required to report to the <br />RCEOC. All county departments may be engaged in the <br />county's response. <br /> <br />o The county Board will be notified and, as necessary, consider <br />the need for an emergency meeting andlor the declaration of a <br />state of emergency <br /> <br />o These situations are usually time-sensitive. We recognize that <br />county involvement cannot wait until so many people have been <br />notified and have reported in to work. In that event, the Sheriff <br />and the Director of EMHS (or their designees) will begin <br />whatever processes are necessary to offer and provide <br />assistance. <br /> <br />o The County Manager will assume the role of Incident Manager <br />for the county's activities as soon as practicable, or will delegate <br />this responsibility as slhe sees fit. <br /> <br />o As necessary, the County Manager, the Director of Public <br />Health, the Sheriff, or the Director of Emergency Management <br />and Homeland Security will ask the Chair of the County Board <br />to declare an emergency as authorized by section 5.10.18 of the <br />Administrative Code (Source: Resolutions #86-180, passed <br />March 24,1986 and #81-897, passed November 2,1981.) <br /> <br />These emergency levels are guidelines only, and are intended to assist in <br />classifying the situation and providing for the administrative response. The <br />designated level may change as emergency conditions intensify or ease. <br /> <br />22 <br />
