<br /> <br />Approved: 6/11/07 <br /> <br />CITY COUNCIL WORK SESSION <br />MAY 14, 2007; 8:55 P.M. <br />ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the work <br />session at 8:55 p.m. <br /> <br />Present: <br /> <br />Mayor Stan Harpstead, Councilmembers David Grant, Brenda Holden, Fran <br />Holmes and David McClung. <br /> <br />Absent: <br /> <br />None <br /> <br />Also present were Michelle Wolfe, City Administrator; Greg Hoag, Public Works <br />Director; Mark Benson, SEH; Jaimie Sloboden, SEH; Jim Tolaas, Ramsey County; Gen <br />McJilton RRLD, LLC <br /> <br />Mayor Harpstead added Item I: Characterization to the agenda. <br /> <br />Ms. McJilton explained the issue of financial assurance and the delayed characterization. <br /> <br />Councilmember McClung suggested that we document the activities. <br /> <br />Highway 10 and 96 Improvement Project <br /> <br />Ms. Wolfe stated that the Mayor handed out a draft resolution and the council has not had a chance <br />for discussion. The most recent drawings from SEH were emailed to Council as well, but Council <br />also has not had a chance for discussion. One of the goals this evening was to have some dialog <br />about the resolution and the most recent drawing. At Councilmember McClung's request for <br />additional crash/accident information, SEH provided information that Ms. Wolfe emailed out <br />earlier today. <br /> <br />Jaimie reviewed the crash data that was presented at the public meeting on April 2, 2007 and <br />additional information collect last week from MnDOT staff. Included in the information gathered <br />last week, was a list of the top 200 highest crash intersection locations in the state. The TH 10 and <br />Highway 96 intersection ranked 41 on that list. The ranking was determined by the severity <br />criteria and the cost value. The data collected was from January 2002 through December 2005 and <br />did not include the 2004 data. <br /> <br />Jaimie stated that the volume oftraffic on the frontage road was estimated at 10,000 per day. <br />
