<br />No variances are needed for the proposed lot sizes or configurations. <br /> <br />B. Setbacks and Lot Coverage - Meets requirements <br /> <br />All four proposed lots would be able to meet the minimum setbacks and would <br />not exceed the maximum lot coverage. No variances should be needed for future <br />development. <br /> <br /> <br />2. Subdivision Ordinance - <br /> <br />A. Street Access and Utilities (Section 1130.03 & 1140.05) <br /> <br />No new streets are needed for this development. All four lots will access Hamline <br />Avenue, which is a City street in this part of Arden Hills. Water and sewer access <br />is available on the eastern side of Hamline Avenue. As each lot is developed, the <br />utilities will be connected. Utility connections and road repair will be at the <br />expense of the property owner. <br /> <br />B. Easements (Section 1130.05 and 1130.08) <br /> <br />City subdivision regulations require twelve foot wide utility and drainage <br />easements dedicated to the City along the right-of-way and centered on common <br />lot lines. The plat includes a twenty foot easement that is centered on the shared <br />lots lines and a ten foot easement along the Hamline Avenue right-of-way. <br />Although the easements along the shared property lines are sufficient, the <br />easement along the Hamline Avenue right-of-way needs to be increased to twelve <br />feet. An existing 40 foot utility easement in the north part of Lot 1 would remain. <br /> <br />The subdivision regulations require all ponding and drainage areas to be included <br />in drainage easements that are dedicated to the City. All of the wetlands on the <br />property will be incorporated into a drainage and utility easement. <br /> <br />C. Gradiug. <br /> <br />The applicant has submitted soil boring data and a preliminary grading plan <br />(Attachment 3C-I and 3C-4). The grading plan includes the estimated fill needed <br />for each lot when it is developed. Lots 1 and 2 are estimated to need 250 cubic <br />yards of fill, lot 3 is expected to need 200 cubic yards, and lot 4 is expected to <br />need 420 cubic yards. The fill is primarily needed for soil correction and to bring <br />the basement slab to the property elevation. Grading and filling would not occur <br />until each lot is developed.
