<br />2. Conditional Use Permit - Section 1355.04 Subd 3 <br /> <br />Section 1355.04 Subd 3 ofthe Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit. The Planning Commission and City Council shall consider the <br />effect of the proposed use upon the health, safety, convenience and general welfare of the <br />owners and occupants of the surrounding land, in particular, and the community as a whole, <br />in general, including but not limited to the following factors: <br />1. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br />waste, and other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; <br />adjoining land values; <br />6. Park dedications where applicable; and the <br />7. Orderly development of the neighborhood and the City within the general purpose <br />and intent ofthis ordinance and the Comprehensive Development Plan for the <br />City. <br /> <br />3. Landscaping <br /> <br />The applicant has submitted a landscaping plan that shows larger mature trees, existing <br />brush, and proposed trees. The rear ofthe property is bordered by a number of hardwood <br />trees, and the applicant would plant seven new 12-13 foot Balsam Fir evergreens, which will <br />help provide year round screening along the northern (side) and western (rear) property lines. <br />A few smaller trees will be removed near the fence to provide sufficient room for the <br />evergreens. The existing smaller trees do not provide much screening compared to the <br />proposed evergreens. While the visual impact ofthe RV will be reduced by the trees, it will <br />still likely be visible to adjacent properties. The Zoning Code does not require 100 percent <br />screening for an RV. <br /> <br />The existing fence that encloses the back yard is a chain link fence and does not increase the <br />screemng. <br /> <br />Findiul!s of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposal to park an RV <br />between 28 and 34 feet long at 3461 North Pascal Avenue would adversely affect the <br />surrounding neighborhood or the community as a whole.
