<br />1. Land Use Component <br /> <br />The B-1 Zone does have any building material or other design requirements. The proposed <br />buildings and parking area do not encroach on any of the required exterior property line <br />setbacks (50 feet for buildings and 20 feet for parking lots). The applicant has not requested <br />any deviations from the 35 foot building height limit. <br /> <br />Building One Design <br /> <br />Although the B-1 Zone does not have specific building material requirements, the southem <br />and westem sides of the building pose some concem. There is little visual connection <br />between the Walgreens store and the rest of the development because the main entrance to <br />the store faces northeast. At a minimum, additional fayade improvements along the southern <br />and westem sides would enhance the building and property as a whole. <br /> <br />Drive through <br /> <br />The applicant is requesting a drive-through for the west side of the Walgreens phamlacy, <br />which is a deviation from the typical zoning regulations. For your reference, Section <br />1325.04 Subd 1 and 2, drive-through regulations, is provided below and the particularly <br />pertinent regulations are italicized: <br /> <br />Subd. 1 Location. <br />A. Proximity to Schools, Churches, Public Recreational Areas and <br />Residential Lots. No drive-in business or fast food restaurant shall be <br />located on a site that is within four hundred (400) feet of a public, private <br />or parochial school, a church, a public recreation area, or any residentially <br />zoned property. <br />B. Proximity to Other Establishments. No drive-in business or fast food <br />restaurant shall be located on a site that is within one thousand three <br />hundred twenty (1,320) feet of the boundaries of another one. <br />C. Unreasonable Traffic Volume. No drive-in business or fast food <br />restaurant shall be located on a site if the probable result of such location <br />would be to unreasonable increase traffic volume on nearby streets. <br />D. Size of Lot. No drive-in business or fast food restaurant shall be <br />located on a lot ofless than twenty-four thousand (24,000) square feet. <br /> <br />Subd 2 Site Development Standards. <br />A. Landscaping. A lot to be used for drive-in business, fast food <br />restaurant or automobile service station purposes shall be landscaped at <br />least to the following depths from each lot line: <br />1.
