<br />MEMORANDUM <br /> <br />TO: <br /> <br />James Lehnhoff <br />City of Arden Hills <br /> <br />FROM: <br /> <br />Dan Soler <br />Ramsey County Public Works <br /> <br />SUBJECT: Arden Plaza Redevelopment <br />County Road E at Lexington Avenue <br /> <br />DATE: <br /> <br />July 20,2007 <br /> <br />The Ramsey County Public Works Department has reviewed the traffic study prepared by <br />Wenck Associates and the site plan for the redevelopment of the Arden Plaza site located in the <br />southwest quadrant of County Road E and Lexington Avenue in the City of Arden Hills. Ramsey <br />County concurs with the results of the traffic study with the following comments. <br /> <br />1. The proposed redevelopment will remove 46,000 square feet of office space on the site and <br />construct 45,000 square feet of new retail space on the site. The existing 55,000 square foot <br />retail mall will remain. Access to the site will remain as it is today with a full access point on <br />Lexington Avenue and a full access point on County Road E. <br /> <br />2. The County concurs with the methodology used to estimate the change in trips generated by <br />the site based on the change inland use. As shown in the report the site will see about a 50% <br />increase in pm peak hour and daily trips with the change in land use. <br /> <br />3. In analyzing the traffic operations at the driveways the study estimates the background <br />growth on Lexington A venue and County Road E to be zero between current year (2007) and <br />build year (2009). While historic growth in Ramsey County is not high the assumption of no <br />background growth is unreasonable. A slight increase of 1-2% should be assumed. <br /> <br />4. The report states that at 2009 build volumes the access driveways will operate at LOS F and <br />that the mitigation measure of increasing the right tum lane distance on the driveways will <br />"significantly reduce delays for exiting movements on both driveways". The County would <br />like to see the calculated average vehicle delay in the pm peak hour at the access points both <br />with and without the extended right turn lanes. <br />
