<br />ARDEN HILLS CITY COUNCIL WORK SESSION-June 18,2007 <br /> <br />13 <br /> <br />Mr.Lehnhoff stated that City staff would like to have the proposed comprehensive plan approved <br />by the City Council by April 28, 2008. Once approved, the City will provide a copy of the <br />comprehensive plan to Arden Hills neighboring communities and local govermnent agencies to <br />review the document. The other govermnent agencies have six months to review the <br />comprehensive plan and provide feedback to the City. <br /> <br />COMMISSION, COMMITTEE, AND TASK FORCE POLICY DISCUSSION <br />Assistant City Administrator Schawn Johnson stated that City staff was asked to create a policy <br />that addresses the areas of recruitment, appointment, and term limits for City commission, <br />committees, and task forces. For City Council review, City staff has created a policy that <br />identifies procedures that City staff would utilize when recruiting, recommending appointments, <br />and implementing term limits for committee, commission, and task force members. <br /> <br />City staff has incorporated the recommended changes that were identified by members of the <br />City Council at the May 25th meeting and previous discussions. City staff believes that the draft <br />policy incorporates a recruitment and appointment policy that is equitable and allows the City <br />Council flexibility in determining which individual is the appropriate fit for a respective <br />committee, commission, or task force appointment. <br /> <br />Members of the City Council briefly discussed the proposed policy and requested that City staff <br />include the application materials of each candidate in the City Council packets when a <br />recommendation to a committee or commission is being made by the Council and staff liaison. <br /> <br />COUNCIL COMMENTS AND REOUESTS <br /> <br />Councihnember Fran Holmes reported that she has received a request from representatives at <br />Arden Manor that they would like to meet with the City Council to discuss the Highway 10/96 <br />road reconfiguration proposal. <br /> <br />Councihnember Holmes reported that she has received complaints about residents burning <br />garbage in residential neighborhoods. <br /> <br />City staff recommended that all complaints regarding burning garbage should be forwarded to the <br />Lake Johanna Fire Department. <br /> <br />Members of the City Council discussed the idea of adopting an ordinance that requires all <br />residents to have a contracted garbage service. <br /> <br />Councilmember Holden asked ifthere is a state law that does not allow residents to bum garbage. <br /> <br />City Administrator Michelle Wolfe said that she will research this issue and report back to the <br />City Council. <br /> <br />Public Works Director Greg Hoag reported that City staff is evaluating different options to <br />expand the City's existing parking lot.
