ARDEN HILLS CITY COUNCIL WORK SESSION-June 18, 2007

8

18. Joint Marketing
Joint marketing is an effective means of promoting an area or region. The EDC is
recommending reviewing and expanding its joint marketing opportunities with
various organizations such as the Twin Cities Chamber and Visit Minneapolis North.

19. Individual Marketing
Highly targeted marketing to pursue specific prospects is at times necessary.
Although the EDC recognizes the value in this initiative, they have determined this
not to be a priority at this time.

Members of the Economic Development Commission (EDC) are seeking guidance from the City
Council regarding the proposed development strategies for the City.

Economic Development Commission Chair Bruce Kunkel noted that the strategic plan is an
opportunity for the City to promote the quality of life, jobs, businesses, excellent schools, and
community values in Arden Hills. Mr. Kunkel noted that the EDC is currently developing a list
of businesses located in Arden Hills.

Councilmember McClung stated that the economy should drive the redevelopment market. In his
opinion, redevelopment of the business community should not be a priority for local
govermnents.

Economic Development Commission Chair Kunkel stated that a goal of the City should be to
maximize profitability for future redevelopment sites and continue to meet the ever changing
needs of the community it serves.

Economic Development Commission member Edmund Von Holtum stated that his vision of the
EDC is that the City would assist businesses with redevelopment issues or concerns. City staff
would act as the liaison to the business owner.

Councilmember McClung asked if the EDC is recommending that that the City offers businesses
financial incentives to relocate or redevelop in Arden Hills.

Economic Development Commission Chair Bruce Kunkel stated that the EDC is not
recommending that the City use financial incentives to entice potential businesses to Arden Hills.

Councilmember McClung stated that Arden Hills being a fully developed community, he would
be more receptive to listening to a property owner if they approached the City for some
assistance. He noted that it is important for the City to establish a redevelopment philosophy or
standard before it proceeds with a strategic plan. Also, where would the revenue come from to
support the EDC's initiatives?

Mayor Harpstead noted that the proposed funds would have to be built into the City's general
fund budget.
