Old City Hall RFP Process Discussion <br /> <br />Ms. Barton stated at the February 20,2007 Council Work Session, staff requested direction on <br />process and procedures for the sale of city-owned property. At that meeting, Council directed <br />staff to develop an RFP (Request for Proposal) process for the future disposition of city-owned <br />property that would include significant public participation and input into the creation of the <br />development and design standards. <br /> <br />The process provides for a significant amount of public, commission, and Council input. By <br />incorporating this level of input, the process does become quite lengthy. However, it also helps <br />to ensure the concerns and comments of the residents are incorporated into the final <br />development. <br /> <br />Due to the demands of the current TCAAP Master Planning process on the Council's, Planning <br />Commission's, public's, and staff's time, in developing the proposed timeline staff is suggesting <br />to start the process in August as the TCAAP Master Planning process is anticipated to be <br />winding down as we move into the fall. Staff has also attempted to run activities concurrently <br />whenever possible to assist in keeping the process moving forward as quickly as possible. <br /> <br />One option to further tighten-up the timeline would be to reduce and/or eliminate the public <br />meetings outside of the regular Council and/or Planning Commission meetings and instead, <br />incorporate the public input into public hearings during the regnlarly-scheduled Council and <br />Planning Commission meetings. <br /> <br />Staff recommends Council review and discuss the proposed process and timeline for the <br />development of the RFP and sale of the former City HallfPublic Works facility and direct staff to <br />implement or revise the process. <br /> <br />Council discussed the proposed timeline. <br /> <br />Councilmember McClung asked if a resident or a group of residents wanted to propose a <br />zoning change for that parcel of land, how they would go about doing that. Ms. Barton <br />responded any zoning change requests would need to go through the process set up through the <br />
