Review current layout design - A design issue was discovered with the criss-cross ramps <br />proposed for CR H and Highway 10 along the west side ofI-35W. Due to profile constraints, <br />wetland impacts and watershed input there is concem that the proposed design is not feasible. <br />SEH has looked at leaving the west side ramp and loop inplace rather than reconstruction. <br />This design will be modeled to determine the affect on traffic operations. In addition, <br />Mn/DOT suggested that perhaps going back and looking at previously dismissed concepts <br />may reveal other options. <br />1. ACTION: MnlDOT to provide any documentation ofthe wetland complex on the <br />west side ofI-35W that may show if this is a created wetland mitigation site. <br />2. ACTION: MnlDOT to review previous designs considered internally and report <br />to SEH if there are concepts they would like further explored. <br />3. ACTION: SEH to develop additional concepts that address the profIle issues and <br />that show what a future design for the west side ramps might look like to ensure <br />compatibility with leaving the existing ramp/loop inplace. <br />4. ACTION: Ryan to obtain road borings through wetland area to help define the <br />depth of poor soils along the west side ofI-35W <br />B. Rice Creek Watershed District -Meeting on July 17, 2:00 at EOR - Rice Creek raised <br />concerns with the impacts to floodplains and wetlands in the CR H interchange area. They <br />suggested design changes to avoid these impacts. SEH responded to the watershed why <br />avoidance is not prudent from a transportation perspective. SEH will be completing floodway <br />modeling and a future meeting will be scheduled with Rice Creek at the end of August to <br />present the results. <br />C. Ramsey County Parks - July 25. This meeting resulted in general agreement that the trail <br />plan for the TCAAP development will coordinate well with the planned Ramsey County Trail <br />System. Ramsey County Parks has asked SEH to investigate the feasibility of continuing a <br />loop trail under the Rice Creek Parkway bridge. That work is complete and has been shown <br />to work if the profile of Rice Creek Parkway is raised. This plan has been emailed out to the <br />team and the next meeting with Ramsey County Parks is scheduled for August 23m at II :30 at <br />the City of Arden Hills. <br />D. Met Council Transit - Park and Ride Update. Depending upon the outcome of the discussion <br />under item A. above, the impacts to the park and ride may be very minimal and no longer <br />require the addition of the proposed overflow lot. <br />E. Proposed submittal date - The layout submittal date will be delayed until item A. above is <br />resolved. <br /> <br />n. Environmental Documentation Update - All fIeld work is complete. The Project Memorandum will <br />be completed once the interchange layout is resolved. <br /> <br />ill. Funding Update <br />A. Federal earmark is being pursued <br />B. Mn/DOT Trunk Highway contribution for bridge condition and any oversizing for 1-35W <br />
