<br /> <br />HKGi, Inc. and the City of Roseville are assisting the City with portions of the Comprehensive <br />Plan update. However, much of the required transportation chapter of the 2008 Comprehensive <br />Plan is highly technical in nature and requires traffic modeling software and expertise that is not <br />available in Arden Hills, Roseville, or from HKGi. <br /> <br />At the May 29th, 2007, meeting, Staff proposed contracting with SEH, Inc. for transportation <br />services related to the 2008 Comprehensive Plan update for an amount not to exceed $14,240. <br />The City Council requested staff to issue a request for quote (RFQ) to obtain proposals from <br />other transportation planning consultants. The RFQ was issued in June. <br /> <br />Transportation Plan Overview <br /> <br />The transportation section involves two primary components. There is the technical and <br />analytical component, and there is the policy, strategy, and implementation component. While <br />public input and participation are absolutely critical components of the overall Comprehensive <br />Plan update, this request for transportation planning services focuses on the technical <br />components set by the Metropolitan Council (Attachment 7C-2). The RFQ issued by the City <br />did not include a specific public participation component. <br /> <br />While the request for transportation planning services did not focus on public involvement, <br />public input will still playa critical role in the overall development of Comprehensive Plan, <br />including the transportation chapter. The technical component prepared by the transportation <br />planning consultant will inform the policy, strategy, and implementation component. The public, <br />City Council, Planning Commission, and other interested stakeholders will have an opportunity <br />to discuss transportation issues, ideas, and policies during the overall Comprehensive Plan <br />update process. If additional technical expertise is needed during the policy discussions, the <br />selected transportation consulting firm will be available to provide that assistance at an <br />additional cost. Our first step is to make certain that we are meeting the basic Metropolitan <br />Council requirements. <br /> <br />SEH, Inc is currently in the process of preparing transportation information to amend the City's <br />1998 Comprehensive Plan for the proposed TCAAP development. Due to potentially differing <br />timelines, it may be necessary to amend the 1998 Comprehensive Plan before the 2008 <br />Comprehensive Plan is finished. Despite the potential difference in timelines, the TCAAP <br />transportation data will be integrated with the transportation data for the built portion of Arden <br />Hills for the 2008 Comprehensive Plan update.
