<br />Request for Quotes <br /> <br />The RFQ required the submitting consulting firm to meet the full technical requirements set by <br />the Metropolitan Council for the 2008 Comprehensive Plan (Attachment 7C-2). In addition to <br />the written and technical preparation of the transportation chapter, the consultant was required to <br />include the following: <br />. Attend one four hour workshop, one two hour City Council/Planning Commission <br />workshop, and one two hour community meeting; <br />. Complete a peer review of the TCAAP data that would be included in the 2008 <br />Comprehensive Plan; <br />. Incorporate the applicable TCAAP data that is being prepared by SEH into the 2008 <br />Comprehensive Plan Transportation Chapter; <br /> <br />The submitters could also provide quotes or hourly rates for two optional components: <br />1. Transportation Policy and Strategy Development <br />2. Incorporating Active Living Principles into the Transportation Plan <br /> <br />The first optional component was a request for services to assist the City in developing a more <br />comprehensive policy, strategy, and implementation section for the transportation plan. While <br />this section is not specifically required by the Metropolitan Council, it may help the City create a <br />more detailed implementation and policy plan for future transportation changes and <br />improvements. It was Staffs intention that this option would be addressed at a later date if the <br />City determined that outside assistance was necessary. The information collected during the <br />community meetings, Planning Commission meetings, and City Council meetings will help the <br />City determine if additional assistance is needed. The SOQs (submission of quotes) include <br />hourly rates for future assistance. <br /> <br />The second optional component was a request for services to help the City incorporate active <br />living principles into the transportation section of the transportation plan. If the City would <br />approve this optional component, it would be funded by the Blue Cross/Blue Shield grant the <br />City received in 2006.
