<br />~ <br />--A~HrLLS <br /> <br />- <br />. . . <br /> <br />Cost: $520 <br /> <br />Suhtask 2.2: Highway and Roads Requirement <br />Obiective: Prepare lhe highway and roads plan that fulfills the requirements ofthe <br />Metropolitan Council. <br /> <br />Descriotion: Bolton & Menk will review and consolidate previous roadway system <br />planning documents to provide the City of Arden Hills transportation syslem policies, <br />standards, and guidelines. These will include a review of the existing and planned <br />Roadway Functional Classification, Roadway Capacity, Access Management Guidelines, <br />Geometric Design Standards, and Roadway Jurisdictions. Bolton & Menk will work with <br />city staff to resolve conflicting recommendations between previous planning efforts. <br /> <br />Bolton & Menk will complete planning-level review and analysis ofthe roadway system <br />components and performance including: <br />. Document the Existing Roadways and the Planned Roadway <br />Improvements. <br />. Document Existing Arterial Roadway System Volumes and <br />Number of Lanes, and Determine Capacity Needs. <br />. Review 5-yr Crash History within the City for the Arterial <br />Roadways. This data will be obtained from the Minnesota Crash <br />Mapping Analysis Tool (MnCMA T). <br />. Update Future Roadway Functional Classification Map. <br />. Update Regional Travel Demand Model (provided by the <br />Metropolitan Council) with updated 2030 Socioeconomic Data, <br />. which will be run 10 provide the Year 2030 Traffic Forecasts for the <br />Arterial roadways within Arden Hills. <br />. Update Future Arterial Roadway and Capacity Needs and Safety <br />Needs. <br />. Summarize and Incorporate the Access Management Guidelines for <br />the State and County Roads within Arden Hills based on Functional <br />Class. <br />. Provide Maps of the Existing and 2030 Forecasted Traffic <br />Volumes. <br /> <br />Bolton & Menk will provide 2030 forecasts on the Principal, A-Minor, B-Minor Arterial, <br />and select Major Collector roadways within Arden Hills. B-Minor Arterial and Major <br />Collector Forecasts are not needed to meet the requirements for the Metropolitan Council <br />but will be included since they are included in the Regional Model and are important <br />roadways to the City of Arden Hills. Roadways classified. as B-Minor Arterials include <br />Snelling Ave (CR 76, Old Hwy 10), County Road E2, County Road F, Hamline Ave (CR <br />50), County Road I, and New Brighton Road, while the Major Collectors include Lake <br />Johanna Blvd (CR 149) and Lake Valentine Road. 2030 Forecasts will not be developed <br />for non-arterial classified roadways except as noted above.
