Introduction <br /> <br />The City of Arden Hills is seeking quotes for professional services to prepare the technical <br />transportation analysis section of the City's 2008 Comprehensive Plan. <br /> <br />The City of Arden Hills lies approximately 8 miles north of the downtown areas of St. Paul <br />and Minneapolis, Minnesota. It is situated in Ramsey County and covers 9.4 square miles <br />with an estimated population of 9,692. The City serves as mme to many large corporations, <br />numerous small to medium size businesses, and two (2) private colleges. Interstate 35W <br />forms the western border of the City, Lexington Avenue the eastern border, County Road D <br />the southern border, and County Road I is the rorthern border. Interstate 694, US Highway <br />10, and Highway 51 cross the City. <br /> <br />II. Requested Services and Background <br /> <br />As required by the Metropolitan Council and Minnesota State Statutes, the City of Arden <br />Hills is currently in the process of updating the Cry's 2008 Comprehensive Plan. The <br />expected completion date of the draft plan is April 2008. The City is seeking a consultant to <br />complete the required technical transportation chapter of the Comprehensive Plan. The <br />transportation chapter must meet the minimum technical and analytical requirements as set <br />by the Metropolitan Council's Local Planning Handbook, 2030 Transportation Policy Plan, <br />and Arden Hills' system statement as well as other applicable transportation plans. The <br />transportation plan analysis must include the following analyses as described in Section 4 of <br />the Metropolitan Council's Local Planning Handbook: <br />1. An assignment of socio-economic forecasts to Traffic Analysis Zones (T AZ) in map <br />and table format; <br />2. A highway and roads plan that maps and describes existing roads and planned <br />improvements, analyzes traffic volumes, addresses safety and capacity issues <br />3. A bike and pedestrian plan; <br />4. A special situations, as applicable, such as land use planning in high density subareas <br />of the region, corridor studies and right of way preservation; <br />5. A transit plan for facilities and service; and, <br />6. An aviation plan that identifies aviation related facilities, addresses airspace <br />protections. <br /> <br />In addition to the written and technical preparation of the transportation chapter, the SOQ <br />(submission of quote) shall include attendance at one four hour staff workshop, one two hour <br />City Council workshop, and one two hour community meeting. The chosen consultant will <br />not be expected to facilitate the meetings or prepare formal public presentations.
