<br />While the transportation plan will ultimately need to include the entire City, the area south of <br />Highway 96 will require most of the data gathering and analysis. The portion of the City <br />south of Highway 96 is almost fully developed. No significant changes to the land uses <br />south of Highway 96 are expected. The northern 2,400 acres of the City are located in the <br />former Twin Cities Army Ammunition Plant property (TCAAP). The City is currently <br />involved in a significant master planning process to develop 585 acres of the TCAAP <br />property that are adjacent to Interstate 35W, US Highway 10, ani County Road 96 <br />(www.ci.arden-hills.mn.us/tcaap). <br /> <br />SEH, Inc is preparing the transportation data and analysis for the TCAAP property that will <br />be used for an amendment to the City's 1998 Comprehensive Plan. The data from the <br />TCAAP property will need to be incorporated into the City's overall transportation analysis <br />for the 2008 Comprehensive Plan. The TCAAP transportation data will be available to the <br />consultant hired to complete the overall transportation chapter for the City's 2008 <br />Comprehensive Plan. The SOQ shall include peer review ofTCAAP Amendment prior to <br />inclusion in the Update. <br /> <br />The draft transportation analysis and write-up will be due to the City by October 15, 2007. <br />The final version will be due by December 15, 2007. <br /> <br />The City has contracted with HKGi, Inc, to help facilitate the overall planning process, and <br />with the City of Roseville to complete the water resource management chapter. The Arden <br />Hills' City Planner is the project coordinator. <br /> <br />All final data and analysis shall be submitted to the City in generally accessible electronic <br />formats. Where applicable, all map data shall be submitted in shapefile format. <br /> <br />Ill. Optional Components <br /> <br />A. Transportation Policy and Strategy Development: <br /> <br />Based on the results of the required analysis, the City will review quotes for additional <br />services to generate policies and strategies to address specific transportation issues. The <br />initial proposal should include an estimated hourly rate to develop the policies and <br />strategies. <br /> <br />B. Active Community Living Grant from Blue Cross/Blue Shield of Minnesota: <br /> <br />The City of Arden Hills is a grant recipient from Blue Cross/Blue Shield to incorporate <br />active living principles into the City's 2008 Comprehensive Plan <br />(www.designforhealth.net). As an optional part of the RFQ, the proposal can include a <br />quote to perform services to create new plans or enhance existing plans that work to <br />strengthen the community's trail network.
