<br />20.39 percent from 19.84 percent. The Master Plan for the campus limits total lot <br />coverage to 25 percent. Lot coverage would not exceed the coverage limit with this <br />proposed expansion. <br /> <br />The applicant is proposing to use pervious pavers for 40,113 square feet of the 44,624 <br />square foot parking stall expansion, which is approximately 90 percent of the project <br />area. Although pervious pavers still count as lot coverage, they do provide some <br />stormwater infiltration benefit and are more environmentally friendly than traditional <br />parking lots. <br /> <br />B. Parking Lot Setbacks - Meets Requirements <br /> <br />The proposed parking additions to the upper east parking lot may be somewhat visible to <br />drivers on Highway 51; however, it is unlikely that it would create any significant visual <br />impact to the highway. The Zoning Code (1325.06 Subd. l.D.4) and the Campus Master <br />Plan requires a parking setback of twenty feet from the external property lines that are <br />adjacent to the right-of-way. The Seminary Drive parking is well outside of the twenty <br />foot setback. The upper east lot north is about 35 feet from the property line at its closest <br />point. The upper east lot south is 20 feet from the property line at its closest point. <br /> <br />The proposed parking adjacent to Seminary Drive is unlikely to be visible outside of the <br />campus and is not subject to any additional setbacks. <br /> <br />c. Traffic Impacts - No Expected Impact <br /> <br />No significant changes to traffic flow or volume are expected since this application does <br />not include an expansion in staff or students. <br /> <br />D. Landscaping - No Specific Requirements <br /> <br />The City does not have specific landscaping requirements for parking lot expansions; <br />however, the City can require reasonable screening and landscaping through the <br />conditional use permit amendment process. The parking stall expansion is anticipated to <br />require the removal of approximately 21 trees (285 caliper inches). The trees to be <br />removed are included on the submitted plans and do include a number of mature trees. In <br />response to the tree removal, the applicant is proposing to plant 40 new trees (110 caliper <br />inches).
