Additional Review <br /> <br />The City Engineer has submitted her comments, which are primarily technical nature and are <br />not expected to impact the overall design, location, or layout of the project (Attachment 3C- <br />2). <br /> <br />The Building Official's comments also do not impact the overall design of the project <br />(Attachment 3C-2). <br /> <br />Since there is an existing gas line under the proposed parking along Seminary Drive and a <br />power line adjacent to the upper east lot expansion area, Bethel University will need to work <br />with the utility company to ensure that there is no interference with those utilities. <br /> <br />3. Conditional Use Permit Amendment/Site Plan Review Criteria - Section 1355.04 Subd 3 <br /> <br />Section 1355.04 Subd 3 ofthe Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permits and Site Plan Reviews. <br /> <br />When evaluating conditional use permits and site plan reviews, the Planning Commission <br />and City Council should consider the effect of the proposed use upon the health, safety, <br />convenience and general welfare of the owners and occupants ofthe surrounding land, in <br />particular, and the community as a whole, in general, including but not limited to the <br />following factors: <br />I. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br />waste, and other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; <br />adjoining land values; <br />6. Park dedications where applicable; and the <br />7.
