We are requesting a Conditional Use Permit <br />and Site Plan Review for the benefit of the proposed project. With this submitted information, we <br />understand that we will be afforded review at the September 5th Planning Commission meeting <br />and fmal review at the City Council meeting of September 24th. <br /> <br />Proiect <br /> <br />The proposed Parking Lot Improvements project includes the construction of three (3) parking <br />areas. Two of the parking lot expansion areas (31 and 56 stalls) are located off the east edge of <br />the existing Upper East Parking Lot; the third expansion area (27 stalls) is a widening of the road <br />for angled parking near the Seminary. The parking expansion is being proposed to satisfY current <br />needs of the existing student and staff counts. Bethel University is not proposing to increase <br />student enrollment. <br /> <br />As part of this project, we are proposing to construct the majority of <br />the new parking expansion areas of porous pavers in order to <br />decrease surface runoff and to pre-treat storm water before it enters <br />the storm sewer system (and Lake Valentine). Approximately 40,800 <br />square feet of porous pavers will placed for the new parking lots. <br />The only bituminous pavement proposed for use on this project is at <br />the access drive to the Upper East Parking Lot (South) where the <br />slope of drive is not conducive to paver construction (and <br />containment of storm water). <br /> <br /> <br />Accessible stalls will be positioned in existing parking lots (see Plan) to account for the increased <br />parking counts. Based on 87 new stalls being added with the overflow parking, we will add <br />(restripe) four (4) new accessible stalls at the west side of the existing Upper East Parking Lot. <br /> <br />VALLEY SQUARE OFFICE CENTER .
