Are <br />impacts proposed to be mitigated, so the uses remain conforming, or will <br />variances for the potential creation of nonconforrnities be sought? This <br />comment specifically applies to project impacts to commercial property in the <br />southwest quadrant of 1-694 and Lexington Avenue. <br /> <br />b. Are secondary impacts proposed that may have the potential to result in the <br />acquisition of additional right of way to accommodate improvements to <br />various roadways (e.g. increased traffic on County Road F and/or Lexington <br />Avenue, resulting in expansion to those facilities outside of the existing right <br />of way)? <br /> <br />c. The City's Park, Trail and Open Space Plan envisions a future trail crossing of <br />1-694 at Old Highway NO.1 0 bridge and a future pedestrian overpass of 1-694 <br />located outside of project area to provide continuity to the northeast part of the <br />City. Would the proposed bridge design accommodate future plans for a trail <br />along Old Highway No. 10? <br /> <br />d. The City of Arden Hills requests consideration of off-street sidewalk and/or <br />trail facilities along Harnline Avenue and TH 51 as it crosses 1-694. The City <br />desires to provide non-motorized connectivity of residential areas, schools, <br />parks, and civil services. <br /> <br />4. Water Resources <br /> <br />a. Floodplain encroachments that occur in the final design stage need to be <br />monitored to ensure that they are mitigated according to the City's Flood Plain <br />ordinance and the Rice Creek Watershed's new Floodplain Alteration rule <br />(which may require I: I compensatory replacement). <br /> <br />b. There is mention that the Rice Creek Watershed infiltration requirements may <br />be required, but have not been evaluated. Infiltration will likely be a <br />requirement of the watershed for this project. <br /> <br />c. Of the 11.67 acres of potential wetland impacts, approximately 4.28 acres <br />would occur in Arden Hills. If project specific wetland replacement does not <br />occur, how would the impacts affect the local drainage system? <br /> <br />d. There are several areas shown where the proposed impact limits are outside of <br />the existing right of way limits. There is no mention if drainage patterns will <br />be impacted, and if so, how they would be mitigated. <br /> <br />e. If new development is planned adjacent to the highway corridor the City may <br />want to consider if there is potential for regional ponding to occur. <br /> <br />We thank Mn/DOT for giving the City of Arden Hills an opportunity to comment on such <br />an important study that will affect many of Minnesota's citizens in the future. We <br />support this transportation system upgrade that results in livable communities. <br />
