ARDEN HILLS CITY COUNCIL - AUGUST 27, 2007

10

Mayor Harpstead asked if more information could be obtained regarding relocation
reimbursements and suggested it would be appropriate if the discussion could be limited to 10
minutes for the presentation. Councilmember Holmes stated it may require more than 10
minutes. Councilmember Grant stated this is an important issue and could be 30 minutes.

Councilmember McClung stated his preference that it be done at a regular meeting with as
much time used as necessary. Ms. Wolfe stated guidance could be provided on the length of the
presentation. The relocation discussion will be scheduled at the next Council meeting. Staff
will be meeting with legal counsel to discuss topic of land acquisition. Staff will schedule the
topic of Highway 10 and 96 for a future Council work session.

Mayor Harpstead stated a special meeting is needed to discuss the Master Development
Agreement. The meeting has been scheduled on August 31, 2007 at 7:30 a.m. for staff and two
Councilmembers to meet with RRLD.

9. COUNCIL COMMENTS AND REQUESTS

A. Ms. Wolfe stated a Congressional letter is drafted and will be sent soon. Meetings with
the Senator Coleman, and with Senator Klobuchar's Chief of Staff, have been scheduled
in order to update them regarding TCAAP.

Ms. Wolfe stated the TCAAP Q&A document was distributed to Council for review prior
to distribution.

Ms. Wolfe asked if Council would like to be involved in the selection of a consultant for
the market study. She suggested perhaps a subcommittee of two Counci1members may be
appropriate. Councilmember McClung suggested Council participation be included.
Staff is requesting to select two Councilmembers to serve on the subcommittee.

B. Councilmember Holmes asked about the meeting with Congresswoman Betty
McCollum. Mayor Harpstead stated it was a general information discussion regarding
TCAAP and it was requested that her office be updated and copied on the amendments.
Councilmember Grant requested they receive all the amendments. The intersection of
County Road H and I-35W was discussed regarding the federal funding sources available
but the timing appears to be delayed for a year. Mayor Harpstead stated there are still
opportunities for the State to earmark funding projects. Councilmember Holden stated
Rehbein and Ryan are not partners in RRLD any longer, so the City would be working
directly with Ryan.

C. Councilmember Holmes stated she is struggling with the Communication Plan regarding
TCAAP. She is concerned about receiving additional information. Ms. Wolfe stated that
Ms. Kvilvang is working with the League of Minnesota Cities to obtain additional
