ARDEN HILLS CITY COUNCIL - AUGUST 27, 2007

11

D. Councilmember Holden asked for an update on the rental license fees and if that wonld
come before Council this year. Ms. Wolfe stated that the issue is scheduled for an
upcoming work session, either in September or October. Councilmember Holden noted
previously there was also a discussion regarding the number of votes needed for a major
decision.

E. Councilmember Holden stated the tree preservation ordinance was discussed and she
had asked for an update. Mr. Lehnhoff stated he has been researching the tree
preservation ordinance but the number of planning cases and other projects has delayed
further development of the tree preservation ordinance. This proj ect does remain a top
priority.

F. Councilmember Holden asked whether a tanker truck would be purchased this year.
Mr. Hoag stated in April staff requested to go out for bids. This is a project that one of
the internal superintendent candidates is working on and the truck may still be purchased
this year although it may take six months to receiving after placing the order.

G. Councilmember Holden questioned regarding Ms. Kvilvang's duties as a project
manager. Ms. Wolfe stated Ehlers has two contracts with Arden Hills; one for financial
management services, including negotiation on the MDA. Both Ms. Kvilvang and Mr.
Inman assist in providing those services. The other agreement is for project management
services. Ms. Kvi1vang provides those services. In addition, another Ehlers employee,
Jonathan North, will be working on the resource plan, which is part of the financial
services contract.

H. Councilmember Holden asked what happened to the water tower lease from Cingu1ar
One. Mr. Lehnhoff responded that Cingular has not been back in contact with the City
regarding their request.

1. Councilmember Holden asked about the purchase of another screen for the Council
chambers. Staff responded that they have been researching a "Smart Board", which
would provide viewing capability for a large attendance at the Council meetings in
addition to other functions. Ms. Iverson has contacted a City that may have a surplus
Smart Board for sale.

J. Councilmember Holden asked if a number of diseased trees have been removed. Mr.
Hoag stated approximately 60 resident calls have been responded to, in relation to private
trees. All trees on public property that needed to be removed have been removed and
costs are still under budget.

K. Councilmember Holden asked about design standards for the B-2 district. Mr.
Lehnhoff stated he is tentatively bringing that to the October Council meeting. He noted
that a change to the zoning code requires a public hearing before the Planning
Commission. Mayor Harpstead stated this would not have any impact on the proposed
Arden Plaza redevelopment.
