<br />ARDEN HILLS CITY COUNCIL - AUGUST 27, 2007 <br /> <br />8 <br /> <br />Councilmember Holden asked if there was any opportunity for public input. Mr. Lehnhoff <br />stated this contract does not call for public input since this quote is just for technical services; <br />however, the Comprehensive Plan update process will include an opportunity for public input on <br />the overall transportation system. This technical data will help inform the public input <br />component. <br /> <br />The motion carried unanimously (5-0). <br /> <br />D. Motion to Approve / Deny / Table a ReQuest to Transfer Property ID 28-30-23-33- <br />0030 to the City of New Brighton <br /> <br />Mr. Lehnhoff reviewed a request to approve/deny/table a request to transfer Property ill 28-30- <br />23-33-0030 to the City of New Brighton. Staff reviewed the request and noted that the City <br />Council had requested Mr. Canniff to submit additional information about the building and use at <br />the August 9, 2007, meeting. Additional information is included in the packet, and Mr. Canniff <br />is in attendance to answer questions. He noted staff does not have a recommendation at this <br />time. Staff was asked to look into the option of rezoning the property. A comprehensive plan <br />amendment would be required, and Staff is recommending against rezoning the property at this <br />time. If the property is transferred to New Brighton, Arden Hills could not attach any conditions <br />to the development. It would be subject to the New Brighton zoning code and review process. <br /> <br />Councilmember Holmes asked what the line was on the drawing. David Canniff stated it was <br />an alley. Mr. Canniff indicated the location of a sewer pump (lift station). Mr. Lehnhoff stated <br />the alley vacation has not been approved by New Brighton. <br /> <br />Mayor Harpstead asked if Mr. Cauniff has filed any documents with the City of New Brighton. <br />Mr. Canniff was noted that all New Brighton building codes have been followed in the plans but <br />they have not proceeded because they do not know where the building would lie. Mayor <br />Harpstead asked about the property at Northwestern College and the buildings that cross the <br />City boundary. Mr. Lehnhoff stated it has been done in the past but it is preferred to be avoided. <br /> <br />Councilmember Holmes asked for clarification on whether it would affect the R-2 zoning if the <br />property is sold. Mr. Lehnhoff stated if the portion in Arden Hills were developed separately, <br />the City would have to work with the owner because a house could not be built on that portion of <br />the property within guidelines. The variance process would have to be used to allow reasonable <br />use of the property. Councilmember Holden quoted portions of the New Brighton industrial <br />code. She stated this is a highly residential area for both Arden Hills and New Brighton. The <br />industrial code allows for reasonable amounts of truck traffic, which would conflict with the <br />residential uses in Arden Hills. <br /> <br />Councilmember Grant asked if both properties were owned by Interp1ant Sales of Hopkins. <br />Councilmember Grant stated Ramsey County shows that property as a commercial property. Is <br />it common for a County to call a property "commercial" while a city calls the same property <br />
