MEMORANDUM DATE: September 24, 2007 CC Agenda Item 4.F TO: Mayor & City Council j / James Lehnhoff, City Planne.f' Planning Case #: 07-022 Bethel University, Bruce Kunkel Conditional Use Permit Amendment and Site Plan Review 3900 Bethel Drive FROM: SUBJECT: Reauest Motion to Approve Planning Case 07-022 for a Conditional Use Permit Amendment and Site Plan Review at 3900 Bethel Drive based on the findings of fact and the submitted plans as amended by the ten conditions in the September 5, 2007, planning case report. Backe:round Bethel University is proposing to add 112 net new parking spaces in three locations on their campus (Attachment 3C-3 0 fthe September 5, 2007 Planning Case Report): 1. Twenty-seven spaces along Seminary Drive, which is an internal private road; 2. Forty-nine spaces in the Upper East Lot North; and 3. Thirty-six spaces in the Upper East Lot South; The public hearing notice that was sent to nearby residents stated that 114 parking spaces were proposed to be added in this project. The first version of this parking lot expansion proposal included an unintended encroachment into the 20 foot required setback for parking lots from property lines that are adjacent to a right-of-way. Bethel University has revised the plans to eliminate any setback encroachments, which reduced the new parking stall request by two stalls. The original description of the proj ect, an updated proj ect request letter, and the revised site plans are included as an attachment to this report (Attachment 3C-1 of the September 5, 2007 Planning Case Report). According to the applicant, the additional parking is not meant to facilitate a student or staff expansion. The parking spaces will help ease an existing parking space deficit on the campus.
