<br />Since the parking stall expansion in the proposed locations were not included on the 1996 Master <br />Plan, a conditional use permit amendment is required to amend the Master Plan. No variances <br />are needed or requested for this application. <br /> <br />Findine:s of Fact <br /> <br />Staff offers the following fifteen findings of fact for the University Commons for the Planning <br />Commission's consideration: <br /> <br />General Findings: <br />1. The applicant is proposing to expand parking in three locations: <br />a. 27 new stalls along Seminary Drive <br />b. 49 new stalls to the Upper East Lot (north) <br />c. 36 new stalls to the Upper East Lot (south) <br />2. Parking is a permitted use in the B-1 Zone. <br />3. The proposed parking expansion was not included on the Master Plan approved in <br />Planning Case 96-026. A conditional use permit amendment and site plan review are <br />required to amend the Master Plan to include the proposed parking lot expansion. <br />4. The proposed parking expansions meets all setback requirements. <br />5. The proposed parking expansion does not exceed the lot coverage limits for the campus. <br /> <br />On the Conditional Use Permit Amendment/Site Plan Review: <br />6. The proposed parking expansion is not expected to have any significant impact on traffic <br />or parking conditions since no change in the campus population is expected from this <br />building. <br />7. The proposed parking expansion will not produce any permanent noise, glare, odors, <br />vibration, smoke, dust, air pollution, heat, liquid, or solid waste. Temporary noise and <br />dust may be created during construction. <br />8. The parking expansion includes the use of pervious pavers, which may help reduce the <br />storm water impact of the proposed project. <br />9. The proposed parking expansion is not expected to have any impacts on campus <br />population or density. <br />10. The park dedication fee is not applicable to this application. <br />11. The proposed building does not conflict with the City's Comprehensive Plan or the intent <br />of the Zoning Code. <br /> <br />On the Landscaping Plan: <br />12. The parking expansion requires the removal of21 trees for a total of285 caliper inches. <br />13. The Zoning Code does not have specific landscaping requirements for parking lot <br />expanSIOns. <br />14. The applicant is proposing to plant 40 new trees for a total of 110 caliper inches. <br />15.
