<br />..... <br />LL. <br /><C <br />~ <br />c <br /> <br />ARDEN HILLS PLANNING COMMISSION - SEPTEMBER 5, 2007 <br /> <br />7 <br /> <br />PLANNING CASE # 07-022 - CONDITIONAL USE PERMIT AMENDMENT AND SITE <br />PLAN REVIEW; BETHEL UNIVERSITY - 3900 BETHEL DRIVE <br /> <br />Mr. Lehnhoffreported that the applicant submitted a Conditional Use Permit Amendment <br />and Site Plan Review to construct 112 net new parking spaces in three areas on the Bethel <br />University Campus. He then provided background information and said staff <br />recommends approval subject to the ten conditions: <br /> <br />1. The applicant shall continue to abide by the conditions of allJ1#i.lTh\jous permits and <br />reVIews. <br /> <br />2. The project shall be completed in accordance with the Rl&ns sUo;l}Jjtted as amended by <br />the conditions of approval. Any significant changes t\\lhese pl"r'" as determined by <br />the City Planner, shall require review and approvalby tlie Planning mission. <br /> <br /> <br />3. Building Permit Plans shall be submitted tOiflie Building Official a mi"\4imum of two <br />(2) weeks before the planned start of constroction. <br /> <br />4. The applicant shall submit an escrow, bond, or other financial surety acceptable to the <br />City Attorney for 125 percent of the cost of materials and installation of the <br />landscaping plan prior to th~.Cityissuing the building{permit. The City shall retain <br />the financial surety for at least o~e.yeara~~r .full implementation of the landscaping <br />plan. The financial surety shall only be r~leas.ed upon successful inspection of the <br />landscaping by the City Planner, w-liich .shall only occur during the growing season. <br /> <br />5. A temporary fence shall'be placeda,J:"o\lnd the construction area to protect existing <br />trees. The.f;~!lee shall be~ubject to qtyPlanner inspection and shall be in place prior <br />to the start..o[an)'sitegreparatiotLol' the issuance of building permits. The fence shall <br />be maintained until.the completion of the project and shall not be removed without <br />City.Pl\ihnerapproval; <br /> <br />6. . Revised plans that arejti accordance with the Civil Engineer's memo dated August <br />28, 2007 shall be submitted to the City prior to the issuance of any permits and the <br />start of any site preparation or tree removal. <br /> <br />7. The applieaht shall obtain all necessary permits from the Rice Creek Watershed <br />District, MPCA, and other governmental entities and provide the City with copies of <br />such pennits prior to the City issuing any building permits. <br /> <br />8. The applicant shall supply the required number of ADA accessible parking spaces <br />prior to the issuance of the occupancy permit for the University Commons. The <br />location of the accessible stalls shall be subject to Building Official approval. <br /> <br />9. Seminary Drive shall have at least a twenty (20) foot wide clearance in the driving <br />portion of the roadway. <br />
