TO: Mayor and City Council Michelle Wolfe, City Administrator Kristine Giga, Civil Engineer.~ Greg Hoag, Public Works Director..zItL FROM: SUBJECT: Motion to award bid for 2007 Storm Sewer Modifications Project to Burschville Construction BACKGROUND As part of the 2007 PMP Mill and Overlay project, the Rice Creek Watershed District (RCWD) required the Arden Hills to construct biofiltration features for water quality improvements. Staff had preliminary discussions with the RCWD early in the design process and was of the understanding that no permit or construction of additional features would be required, as this was a maintenance project with mill and overlay and reclaiming. Maintenance projects typically do not require a RCWD permit. When submitting the plans for a courtesy review, the RCWD indicated that a permit would, in fact, be required, and where feasible, they would require water quality features, because they do not consider reclaiming to be maintenance. Staff met with the RCWD again for further discussion on the issue, and all parties concluded that there were three feasible areas for water quality features within the project. The project was already let when RCWD notified us of these requirements, and the contractor's estimate for this construction was high, at almost $30,000. Staff felt a project specific to storm sewer improvements would result in a lower construction price for these features. The City of Roseville is completing a storm sewer improvement project this falL The proposed biofiltration features for Arden Hills have been included in Roseville's storm sewer project.
