<br />~ <br /> <br /> <br />~ <br />EN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />September 20, 2007 <br /> <br />AGENDA ITEM 4.H. <br /> <br />TO: <br /> <br />Mayor and City Council <br />Michelle Wolfe, City Administrator <br /> <br />Kristine Giga, Civil Engineer.~ <br />Greg Hoag, Public Works Director..zItL <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Motion to award bid for 2007 Storm Sewer Modifications Project to <br />Burschville Construction <br /> <br />BACKGROUND <br /> <br />As part of the 2007 PMP Mill and Overlay project, the Rice Creek Watershed District (RCWD) <br />required the Arden Hills to construct biofiltration features for water quality improvements. Staff <br />had preliminary discussions with the RCWD early in the design process and was of the <br />understanding that no permit or construction of additional features would be required, as this was <br />a maintenance project with mill and overlay and reclaiming. Maintenance projects typically do <br />not require a RCWD permit. When submitting the plans for a courtesy review, the RCWD <br />indicated that a permit would, in fact, be required, and where feasible, they would require water <br />quality features, because they do not consider reclaiming to be maintenance. Staff met with the <br />RCWD again for further discussion on the issue, and all parties concluded that there were three <br />feasible areas for water quality features within the project. <br /> <br />The project was already let when RCWD notified us of these requirements, and the contractor's <br />estimate for this construction was high, at almost $30,000. Staff felt a project specific to storm <br />sewer improvements would result in a lower construction price for these features. The City of <br />Roseville is completing a storm sewer improvement project this falL The proposed biofiltration <br />features for Arden Hills have been included in Roseville's storm sewer project.
