<br />20.07 Storm Sewer <br />9/202007 <br />Page 2 <br /> <br />DISCUSSION <br /> <br />The proposed improvements include three areas of the 20.0.7 PMP project. <br />. Brighton Wav: the construction of a wooden skimmer/weir is proposed at the <br />outlet of the wetland area between New Brighton Road and Brighton Way. The <br />skimmer/weir will be constructed one foot higher than the existing outlet invert to <br />provide additional detention time. This wetland is surrounded entirely by streets <br />with no homes directly adjacent to it; the increased detention time does not create <br />a flooding concem. Six curb cuts were already constructed as part of the PMP <br />project to allow street runoff to filter into the wetland area. The construction of <br />the skimmer/weir would complete the RCWD requirement. <br />. Roval Lane: a biofiltration basin is proposed along the boulevard adjacent to <br />Floral Park. A curb cut was constructed as a part of the mill and overlay project. <br />Runoff from the street will flow to the basin, which will be excavated and <br />replaced with engineered soils to allow for the water to infiltrate. A pipe at the <br />bottom of the basin will connect the basin to the existing wetland, allowing a <br />discharge point for excess runoff. The area will be revegetated with native seed. <br />. Briarknoll Drive: a biofiltration trench is proposed within the right of way along <br />the easterly boulevard at the low point of the street (1549 Briarknoll Drive). A <br />curb cut was constructed as a part of the mill and overlay project. Runoff from the <br />street will flow into the boulevard, which will be excavated and replaced with <br />engineered soils to allow for water to infiltrate into a pipe at the bottom of the <br />trench, which will be tied into the existing catch basin. Excess runoff will flow <br />through the pipe and into the storm sewer system. The disturbed area will be <br />resodded. <br /> <br />Bascd on past practice, the City Council has awarded the contract to the lowest responsible <br />bidder. In the case of this project, the lowest bidder is Burschville Construction of Hanover, <br />MN. <br /> <br />FINANCIAL IMPLICATIONS <br /> <br />We received eight (8) bids for the 20.0.7 Storm Sewer Modifications Project. The low bid <br />submitted by Burschville Construction is $122,272.50.. The Arden Hills portion of the contract is <br />$20.,10.7.0.0..
