<br />Memorandum to Dennis Trooien, Dennis Properties <br />Subject: Traffic and Parking Study for Proposed Redevelopment of Arden Plaza <br />Page 7 of 15 <br />September 17, 2007 <br /> <br />all four scenarios if the following two measures were implemented: a) increase <br />green time for eastbound left turns by reducing green time for the westbound <br />through movements, without changing the cycle length or any other signal <br />coordination parameters, and b) provide protected/permissive phasing for all left <br />turn movements at the intersection. It is important to note that the need for these <br />mitigation measures already exists and the proposed development will not <br />significantly alter that need. <br /> <br />. County Road E/site access. Motorists exiting the Arden Plaza development via <br />the driveway on County Road E presently experience LOS F. Exiting movements <br />will continue to experience LOS F at both driveways upon completion of the <br />proposed redevelopment. Delay values for all movements under all scenarios are <br />presented in the Synchro worksheets, which are included in the appendix. The <br />capacity analyses revealed two principal reasons for the LOS F operation at this <br />intersection: a) insufficient gaps on the mainline due to high through traffic <br />volumes on County Road E and b) short storage for exiting right turns. No <br />feasible mitigation measures are available for the driveway intersections that <br />would improve the availability of gaps on the mainline for exiting motorists. <br />However, the storage lengths for right turns can be lengthened. <br /> <br />Based on the results of the capacity analyses, we recommend that the storage <br />length for exiting right turns on the driveway on County Road E be extended to <br />the south edge of the retail building A (pharmacy), which will provide a total <br />storage length of about] 90 feel. This change will significantly reduce the <br />average delay for exiting movements. To make it easy to understand for exiting <br />motorists and thereby, provide efficient operations, we recommend that a stop <br />sign and a lane assignment sign be provided on the driveway approach to County <br />Road E. The signing should be installed per standards presented in the Minnesota <br />Manual on Uniform Traffic Control Devices. <br /> <br />. Lexington A venue/site access. Motorists exiting the Arden Plaza development via <br />the driveway on Lexington A venue presently experience LOS F. Exiting <br />movements will continue to experience LOS F at both driveways upon <br />completion of the proposed redevelopment.
