<br />Roseville, the EA W covered both the Roseville and the Arden Hills side of the campus. As the <br />responsible govemment unit (RGU) for the EA W, the Roseville City Council determined that an <br />environmental impact statement (EIS) was not necessary, which is a more in-depth <br />environmental review. However, the EA W did prompt changes to the proposed Master Plan. An <br />EA W does not decide whether or not a project should be completed. The goal of the EA W <br />process is to identify potential impacts of a proposal and propose changes to the Plan that may <br />mitigate the potential impacts. Arden Hills will use the information prepared in the EA W during <br />each site plan review as the Plan is implemented. <br /> <br />Since it has been seven months since the application was last reviewed by the Arden Hills <br />Planning Commission and since the Master Plan has been revised since that viewing, it was <br />determined that the application should return to the Planning Commission for a second review <br />before going to the City Council. The Arden Hills City Attorney has determined that the review <br />timeline restarts when a proposal undergoes significant changes before it is approved by the City <br />Council. Northwestern College has also acknowledged the importance of completing the full <br />review process. <br /> <br />The Roseville City Council reviewed the revised Northwestern College PUD Master Plan at their <br />September 24,2007, meeting. They voted to continue the discussion to their October 8, 2007, <br />meeting. <br /> <br />Backl!round <br /> <br />1. Overview of Request <br /> <br />The full information from the February 7 and March 7 reports will not be repeated in this <br />memo. Ifneeded, the full packets from those meetings can be viewed online at <br />htto://www.ci.arden-hills.nm.us/planningcases. The reports, without the attachments, and the <br />minutes from those meetings are attached for your review (Attachment 3D-3 and 4). <br /> <br />The applicant has submitted a letter to the City outlining the changes that were made to the <br />proposed Master Plan since the last meeting with the Arden Hills Planning Commission <br />(Attachment 3D-I). The revisions were primarily in response to the original fourteen <br />recommended conditions of approval, the EA W, and other public comments.
