<br />2. The Campus Master Planned Unit Development Process <br /> <br />The proposed Northwestern College Master Plan is a form of a Campus Master Planned Unit <br />Development (PUD). Smaller PUDs typically have at least two public meetings--one for the <br />Master Plan and one for the Final Plan (Section 1320.14 ofthe Zoning Code). Generally, the <br />Master Plan lays out the design and concept for a development, and the Final Plan <br />incorporates any changes required by the City to mitigate the impacts of the development. <br />The Final Plans are usually detailed and include a specific construction timetable. <br /> <br />In the case of Northwestern College, and other large PUDs in the City (i.e. Boston <br />Scientific), there will not be one Final Plan stage. Instead, the Master Plan outlines the <br />overall development plan for the Campus, an estimated construction timeline, the impacts of <br />the Plan, mitigation measures, and expectations from the City. A Campus Master Plan is less <br />detailed in terms of architecture, landscaping, and stormwater management because the Plan <br />covers a longer timeframe and changes may need to be made before a particular part of the <br />Plan is implemented. However, as each phase ofthe Master Plan is implemented, the <br />College will be required to return to the City for a site plan review and comply with any new <br />regulations and Statutes that are adopted after the Master Plan approval. <br /> <br />During the site plan review for a particular building or change to the campus, the College <br />will submit a detailed construction, landscaping, stormwater management, and other plans <br />required by the City. The site plan review process requires review from the Planning <br />Commission and approval from the City Council before any permits are issued. <br /> <br />Having a Master Plan in place allows the College to plan for the future with some certainty <br />and it makes it easier for the City and neighborhood to know what changes may be made at <br />the College over the next twelve to twenty years. The College can also prepare mitigation <br />measures in advance based on City and neighborhood concerns. <br /> <br />3.
