<br />Findin!1:s of Fact <br /> <br />Staff offers the following findings for your consideration: <br />1. The applicant proposes to expand the full-time equivalent student population from 1650 <br />to 2400 over the next 20 years or longer. <br />2. The applicant proposes to increase the number of buildings from twelve to nineteen on <br />the campus as a whole. <br />3. Northwestern College is located within the R-l Zoning District. <br />4. Higher education is a permitted use in the R-I Zoning District as a Planned Unit <br />Development. <br />5. The total impervious coverage on the Arden Hills portion ofthe campus is proposed to <br />increase from 32 percent of the land area to 36 percent of the land area. On the campus <br />as a whole, impervious coverage would increase from 30 percent to 34 percent. The R-I <br />limit is 35 percent. <br />6. The total structure coverage on the Arden Hills portion of the campus is proposed to <br />increase from eight percent of the land area to eleven percent ofthe land area. On the <br />campus a whole, the total structure coverage would increase from seven percent to ten <br />percent. The R-llimit is 25 percent. <br />7. The site plan review process will be used to evaluate each phase of the Master Plan prior <br />to construction. <br />8. The traffic and parking needs generated by Northwestern College will increase. The <br />traffic impact will be primarily felt by the roads and intersections in the City of Rose vi lie <br />and are being dealt with in the Roseville PUD review. <br />9. There are not any entrances permitted or requested into the City of Arden Hills. <br />10. Temporary dust and vibration may occur during construction activities. <br />11. Noise may increase from the increased traffic in and around the campus. <br />12. The College has submitted a stormwater management study that will be implemented as <br />the Master Plan is implemented. <br />13. The population density on the property will increase with additional students and staff. <br />14. The visual compatibility of the proposed structures will be evaluated during the <br />individual site plan review process for each construction phase. <br />15. The proposal does not include a subdivision and the park dedication fee does not apply. <br />16. The proposed Master Plan does not conflict with the City's Comprehensive Plan. <br />17. The City of Roseville determined that the environmental assessment worksheet (EA W) <br />did not warrant an environmental impact statement (ElS). <br /> <br />Notice & Resident Comment <br /> <br />Since the application has been revised, a new notice was published in the Arden Hills/Shoreview <br />Bulletin.
