<br />4, The central parking structure (Building 23 on the Northwestern College Master Plan <br />Scope) shall be designed so that vehicles are not required to traverse the reiocated ring <br />road when exiting the parking structure. <br />5, Relocating any campus road shall require a site plan review and public hearing before the <br />Planning Commission and approval from the City Council prior to construction. <br />6, Lighting from any new or remodeled structures, parking lots, or roads shall be prohibited <br />from shining directly onto adjacent properties and shall not exceed the lighting limitations <br />in the Zoning Code. <br />7. A road connection to the campus shall be strictly prohibited in the City of Arden Hills, <br />which shall include a prohibition on connecting a road to Asbury Avenue and Shorewood <br />Drive. <br />8. Construction of new buildings entirely on the Roseville portion of the campus shall not <br />require a permit from Arden Hills but construction plans shall be submitted to Arden Hills <br />prior to construction to include in the Northwestern College address file, <br />9. All construction activities shall require a permit from the Rice Creek Watershed District <br />and any other applicable regulatory agency prior to any building permits being issued by <br />the City. <br />10, Except for walkways, no impervious surfaces shall be constructed within the fifty foot lake <br />setback. <br />11. Any building exceeding the height limit of the underlying R-1 Zone shall require an <br />approved height variance prior to construction. <br />12, Northwestern College shall meet all regulatory requirements and standards in place at the <br />time of development unless the College receives an approved variance or other deviation <br />in accordance with State Statutes, City Codes, Rice Creek Watershed District, and other <br />regulatory agencies. <br />13, The Master Plan shall be subject to all conditions and regulations set by the City of <br />Roseville. <br />14. The applicant shall submit a detailed landscaping plan for the area along the eastern <br />border of the campus prior to the City Council review. <br /> <br />Evaluation Criteria <br /> <br />The evaluation criteria for a planned unit development includes, but is not limited to, the <br />following: <br />1. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and <br />other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; adjoining <br />land values; <br />6. Park dedications where applicable; and the <br />7.
