<br />The applicant has submitted two letters from Henry Bellagamba, an engineer with Fullerton <br />Engineering Consultants who prepared the engineering drawings for the proposed plans <br />(Attachment 3A-l). According to these letters, the proposed changes to the antenna <br />configuration on the water tower will not exceed the structural capacity of the guardrails on <br />which they would be mounted and that by engineering judgment the existing guardrail <br />structure is adequate. <br /> <br /> <br />4. Additional Information <br /> <br />The City Public Works Director has reviewed the project and submitted a memo dated May <br />23,2007 with recommended conditions. These have been included as conditions for <br />approval. The Public Works Director does not anticipate structural issues associated with <br />this proposed project. <br /> <br />Findin!!s of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed cell tower <br />changes meets the requirements of the Zoning Code and if it would adversely affect the <br />surrounding neighborhood or the community as a whole. Staff offers the following seventeen <br />findings for consideration: <br /> <br />General Findings: <br />1. The proposed antennas would not exceed the height of the tallest existing antenna. <br />2. Cell antennas are a permitted accessory use on City water towers. <br />3. Cell antennas are a conditionally accessory use in the I-Flex District <br />4. The proposed antennas are compatible with the character of the area and will not <br />adversely impact the surrounding properties <br />5. The total number ofSprintlNextel antennas on the water tower will decrease to twelve <br />from fifteen; however, the number of antennas located on the top of the water tower will <br />mcrease. <br />6. The guardrails on which the antennas will be mounted are structurally capable of <br />handling the additional load. <br /> <br />On the Conditional Use Permit Evaluation Criteria: <br />7. The proposed plan would not have any impact on traffic or parking conditions <br />8. The proposed plan will not produce any permanent noise, glare, odors, vibration, smoke, <br />dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics <br />9. The proposed plan will not impact drainage <br />10. The proposed plan will not impact population density <br />11. The proposed plan is not expected to have a significant impact on visual and land use <br />compatibility with uses and structures on surrounding land or adjoining land values <br />12.
