<br />Regulation: Screening -{Section 1325.09 Subd. 6) - City code requires that antennas on <br />water towers be painted to match the color ofthe water tower. <br />Proposal: There is no additional screening required because there are not any changes to the <br />ground equipment. <br /> <br />2. I-FLEX Zone Regulations - Antennas are permitted as a conditional accessory use in this <br />zoning district. <br /> <br />3. Conditional Use Permit Amendment - Section 1355.04 Subd 3 <br /> <br />Section 1355.04 Subd 3 ofthe Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit. The Planning Commission and City Council shall consider the <br />effect of the proposed use upon the health, safety, convenience and general welfare ofthe <br />owners and occupants of the surrounding land, in particular, and the community as a whole, <br />in general, including but not limited to the following factors: <br />I. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br />waste, and other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; <br />adjoining land values; <br />6. Park dedications where applicable; and the <br />7. Orderly development of the neighborhood and the City within the general purpose <br />and intent of this ordinance and the Comprehensive Development Plan for the <br />City. <br /> <br />Special Requirements for City Water Tower Sites - Section 1325.09 Subd 7 <br /> <br />The placement oflicensed commercial wireless telecommunication services, including <br />cellular, personal communication services (PCS), specialized mobilized radio (SMR), <br />enhanced mobilized radio (ESMR), paging and similar services on water sites will be <br />allowed only when the City is fully satisfied that the following requirements are met: <br />1. The applicant's access to the facility will not increase the risks of contamination <br />to the City's water supply; <br />2. There is sufficient room on the structure and/or on the grounds to accommodate <br />the applicant's facility; <br />3. The presence of the facility will not increase the water tower or reservoir <br />maintenance costs to the City; and, <br />4.
