Obviously, <br />the Development Framework allows flexibility in development, so <br />as facilities are built, adjustments must be made to inter -dependent <br />sequences. As well, phasing scenarios may be adjusted due to Chang- <br />ing priorities, funding availability, etc. <br />The column titled 'Occupancy Sequence" lists whether various phases <br />are occupant/ operationally dependent or not.
