Larry also shared a <br />map of the current facilities and utility services on campus and <br />a site constraints map which shows the set back from the lake. <br />According to the DNR., the set back is required to be 75 feet. <br />The powerhouse is on that set back currently. The map showed <br />city set backs as well. For the NWC campus there are no <br />currently established or agreed zoning standards other than for <br />those that exist for residential housing, so there will need to be <br />additional discussion with the city regarding zoning restrictions. <br />We will need to watch the usage and campus activity along <br />the property line to the east due to residential sensitivity. <br />We will also need to have more holding ponds on campus <br />as the ordinance has changed since the last building projects. <br />Discussion took place on moving one of the current ponds <br />beyond Maranatha to place a building there. There are some <br />elevation issues, which would be a future discussion that would <br />need to include an engineer. The right of way area will need <br />to be looked at as well. <br />Larry made his presentation, sharing the proposed plan vs. the <br />existing. (See attachments) The only open areas to consider <br />currently are some building areas by the tennis court and by <br />the old drive in to campus. Larry had to consider utility feeds, <br />set backs, aesthetics, and parking, in addition to the growth <br />factor. A mall concept with consideration for changing the road <br />and parking was shared, along with possible sites for student <br />residence halls. An athletic field house was discussed, however <br />more time and attention will need to be spent on Athletics to <br />evaluate their needs. Larry will be following up with Matt <br />Hill regarding their needs. <br />Discussion took place regarding the general use of the Mall, the <br />parking structure, new buildings vs. remodeling, residence halls, <br />events and athletics. The Committee in general was in favor of <br />the Mall concept and thought that it would be very appealing. <br />The building of a dorm that was previously approved by the <br />city has expired and NWC will need to reapproach the city <br />for that structure. The scale of the housing can be kept <br />minimized compared to an academic building. Discussion as <br />to the zoning of NWC and rezoning the campus as one part <br />academic and one residential or institutional zoning took place. <br />The Committee was encouraged to share the proposal in general <br />with their co-workers, however they were cautioned to keep the <br />information shared in this meeting confidential and that it is not <br />to be shared with those outside of the campus community. We <br />do not want to jeopardize any work NWC will need to do with <br />the cities of Arden Hills and Roseville. <br />Handicap accessibility needs were discussed. Further evaluation <br />as to what to do with the mechanical facilities of the campus <br />will need to be done.
