Linear Projects such streets, utility and independent trail projects <br />In its new rules, RCWD wants to employ BMPs based on the runoff volume generated <br />(under proposed conditions) from the 2 -year (2.8 inch storm event) that "mimics the <br />natural hydrology of a watershed". This would be the standard for "new development" <br />projects. <br />RCWD wants another very important change in the recognized "existing condition" <br />baseline of the watersheds for "redevelopment projects". They want to eliminate this <br />baseline and replace it with a "pre -development baseline". A "minimum standard" for <br />a "redevelopment project" would be treatment at 70% of the "new development" <br />treatment goals for the entire watershed. <br />For street projects, the RCWD currently requires that runoff from rainfalls of 0.34 <br />inches or less be captured and infiltrated. RCWD intends to keep this standard for <br />"greater than 1 acre new impervious" projects along with rate control for the 1 -year <br />and 100 -year storm events. <br />C. RCWD WETLAND RULES <br />The Minnesota Wetland Conservation Act (WCA) of 1991 requires the mitigation of <br />wetland impacts. It gives the RCWD administrative and enforcement powers over <br />wetlands located in Northwestern College. <br />RCWD has been authorized by the Minnesota State Legislature to act as the local <br />government unit responsible for administering the Wetland Conservation Act. RCWD <br />does not have a local wetland -banking program and relies on the state program for <br />mitigation purposes.
