D. COUNTY RULES <br />Ramsey County (Ramsey Soil and Water Conservation District (SWCD) has <br />developed a Ground Water Quality Protection Plan that provides guidance for <br />preventing groundwater contamination for local governments, dated May 1996. <br />E. STATE RULES <br />The Minnesota Department of Natural Resources (MDNR) has authority over the <br />state's protected waters, which includes Johanna and Little Johanna because they <br />have areas greater than 2.5 acres in both Roseville and Arden Hills, which are <br />incorporated areas of the state. This authority is implemented by permitting which <br />includes aquatic plant control, lake levels, streambank modifications and shoreland <br />management (which MDNR delegated to the Cities of Roseville and Arden Hills). <br />F. MUNICIPAL RULES <br />The Cities of Arden Hills and Roseville are also very interested and involved with <br />Northwestern College. While the City of Arden Hills defers to the RCWD standards for <br />developments with respect to stormwater management, the City of Roseville has <br />standards with respect to stormwater management including: <br />1. Not exceeding 25% impervious cover of a site area in a shoreland or wetland <br />overlay district unless stormwater is conveyed to an approved on-site or regional <br />stormwater ponding /retention facility prior to discharge. <br />2. Review for compliance with the City Stormwater Plan, NURP standards, MPCA <br />Urban BMPs and other agency concerns <br />3. All Commercial, Industrial and Residential Developments greater than five acres <br />will: <br />a) Remove a minimum of ninety percent of total suspended solids resulting <br />from the runoff from a one inch rainfall event; and, <br />Northwestern College Master Plan 12 13529.000 <br />Stormwater Management Study <br />
