(Ord. 1156, 12-12-94) <br />1016.04: POLICY; STATEMENT OF PURPOSE: <br />A. Waters and Wetland Policy: <br />1. The City's Comprehensive Land Use Plan identifies specific goals and policies related to the proper <br />management of its shoreland, lakes, wetlands, water and soil resources. <br />2. The City recognizes that the uncontrolled use of shorelands, wetlands, and land alteration activities in <br />general in the City affects the public health, safety and general welfare not only by contributing to the <br />pollution of surface and ground waters, but also by impairing the local tax base. <br />3. Land development and use impact all receiving waters, especially lakes, by contributing to their impairment <br />through point and nonpoint pollution sources. <br />4. The City has adopted a Surface Water Management Plan that recognizes that its storm water system is <br />integrated with the management of its natural lakes and wetlands. <br />5. Therefore, the City has determined that it is in the best interests of the public to manage its Comprehensive <br />Plan and Surface Water Management Plan by a consolidated approach with this Chapter to avoid conflict and <br />
