B. Consistency With Other Controls: Subdivisions shall conform to all official controls of this community. A <br />subdivision shall not be approved where a later variance from one or more standards in official controls would <br />be needed to use the lots for their intended purpose. Each lot shall meet the minimum lot size and dimensional <br />requirements of Sections 1016.14 through 1016.16. <br />C. Information Requirements: Sufficient information shall be submitted by the applicant for the community to <br />make a determination of land suitability. The information shall include at least the following: <br />1. Topographic contours at two foot (2) intervals or less from City public works maps or more accurate <br />sources, showing limiting site characteristics; <br />2. The surface water features required in Minnesota Statutes, section 505.02, subdivision 1, to be shown on <br />plats, obtained from United States Geological Survey quadrangle topographic maps or more accurate sources; <br />3. Adequate soil information to determine suitability for building and public utilities for every lot from the <br />most current existing sources or from field investigations such as soil borings or other methods; <br />4. Information regarding adequacy of domestic City water supply; extent of anticipated vegetation and <br />topographic alterations; near -shore aquatic conditions, including depths, types of bottom sediments, and <br />aquatic vegetation; and proposed methods for controlling storm water runoff and erosion, both during and <br />after construction activities; <br />5. Location of 100 -year flood plain areas and floodway districts from existing adopted maps or data; and <br />6. A line or contour representing ordinary high water level, the toe and the top of bluffs, and the minimum <br />building setback distances from the top of the bluff and the lake or stream. <br />D. Dedications: When an on-site storm water ponding area is required by a project to store surface water runoff, <br />the City may require easements over natural drainage or ponding areas for future maintenance of storm water <br />and significant wetlands. <br />E. Platting: All subdivisions that create three (3) or more lots or parcels that are two and one-half (2 1/2) acres or <br />less in size shall be processed as a plat in accordance with City Subdivision Regulations'. (Ord. 1156, 12-12- <br />94) <br />1016.24: PLANNED UNIT DEVELOPMENT REQUIREMENTS: <br />A. Types of PUDs Permissible: Planned unit developments (PUDs) are allowed in shoreland areas for new <br />projects on undeveloped land, redevelopment of previously built sites, or conversions of existing buildings and <br />land, provided they comply with the requirements of this Section. <br />B. Processing of PUDs: Planned unit developments shall be processed as a rezoning, subject to the procedures in <br />Chapter 1008 of this Title. The total project density shall not exceed the allowable densities calculated in the <br />project density evaluation procedures in subsections E and F. Approval cannot occur on any PUD until the <br />State environmental review process (EAW/EIS) when required, is complete. <br />C. Application For A PUD: The applicant for a PUD must submit the application documents listed in Chapter <br />1008 of this Title prior to review and final action being taken on the application request. <br />D. Site Suitable Area Evaluation: Proposed new or expansions to existing planned unit developments within the <br />overlay district shall be evaluated using the following procedures and standards to determine the suitable area <br />for the construction site of the development. The suitable area shall be determined by excluding from the <br />project development area all wetlands, bluffs, or land below the ordinary high water level of public waters. <br />E. Residential PUD Base Density Evaluation: The suitable area within each tier of lots adjacent to a MnDNR <br />shoreland or City classified lake shall meet or exceed the suitability analyses herein and the City's design <br />criteria. <br />1. The maximum floor area coverage of the site shall be thirty percent (30%) for any residential PUD within <br />the overlay district. <br />2. Including both existing and proposed units and sites, the inside building area sizes need not include decks, <br />patios, stoops, steps, accessory structures, or porches and basements, unless they are habitable space. <br />F. Commercial PUD Base Density Evaluation: <br />1 Title 11 of this Code. <br />
