<br />V. YEAR 2018 BACKGROUND CONDITIONS <br />Year 2018 Background conditions are the projected traffic conditions without including <br />traffic generated from campus expansion. Future traffic projections were based on historic <br />growth trends in traffic volumes along study area roadways. The assumed growth rates <br />ranged from 0.59% per year on Lydia Avenue west of Snelling Avenue to 1.31% per year <br />on Lydia Avenue east of Snelling Avenue. Average annual growth on Snelling Avenue was <br />assumed to be 1.04% based on an average of growth rates observed on Snelling Avenue <br />north and south of the study area. These growth rates were applied to 2006 turn <br />movement volumes to derive Year 2018 Background peak hour turn volumes shown in <br />Figure 2. <br />Year 2018 background levels of service and average vehicle delays are shown in Table 2. <br />By Year 2018 overall intersection operating conditions at Snelling Avenue/Lydia Avenue <br />will drop to LOS E and F, respectively, in the a.m. and p.m. peak hours due to rapid growth <br />in background traffic levels. Snellng Avenue/County Road C-2 will drop to LOS E during <br />the p.m. peak hour.
