One additional exclusive eastbound left turn lane at Snelling Avenue/County <br />Road C-2 with left turn lanes extended to 200 feet. <br />6. Develop Travel Demand Management (TDM) Plan to implement institutional <br />measures that would further improve future peak hour traffic operations. <br />Table 5 shows Year 2018 performance measures under background, cumulative, and <br />mitigated cumulative conditions. With the physical mitigation measures in place <br />(measures one through five above), traffic operations would improve significantly at <br />the Lydia Avenue/Fairview Avenue and Lydia Avenue/College entrance intersections. <br />At Lydia/Fairview overall operating conditions would improve from LOS D to LOS B in <br />the p.m. peak hour and at Lydia/College entrance the overall intersection improves <br />from LOS F to LOS B; the southbound approach for vehicles exiting campus would <br />continue to operate at LOS F, but at a much reduced average delay of only 51 <br />seconds, just beyond the LOS E threshold of 50 seconds. <br />At Snelling Avenue/Lydia Avenue traffic operations would remain at LOS E for the <br />a.m. and p.m. peak hours, even after the recommended physical mitigation measures <br />have been implemented. In addition, the SimTraffic analysis shows very long <br />northbound and southbound queues occurring at the Snelling/Lydia and Snelling/CR <br />C-2 intersections for all 2018 scenarios. While the northbound p.m. peak hour queue <br />at Snelling/CR C-2 may be somewhat overstated (due to the fact that Snelling/CR C <br />intersection was not modeled and in reality would meter the northbound flow and <br />result in shorter queues at CR C-2) there are no reasonable mitigation measures <br />available short of constructing grade-separated interchanges that would improve <br />Snelling Avenue corridor operations.
