<br />C. Recommended Transportation Mitigation Measures <br />To improve operating conditions under Year 2018 Cumulative Conditions (i.e., <br />Campus Master Plan full buildout case) several transportation system improvements <br />will be required. While many of these measures are needed as a result of future <br />background traffic alone, future increases in College-related traffic will also contribute <br />to the traffic conditions requiring mitigation. There is currently no public funding <br />identified in either the County or City Capital Improvement Plans for any of the <br />recommended improvements. It is recommended that the College will participate in <br />funding the following mitigation measures to a level proportionate to the amount of <br />traffic added to the public system as a result of the campus expansion. The <br />proportion will be defined based on the campus expansion-generated trip movements <br />(shown in Figure 3) divided by future year total cumulative trip movements through <br />the intersection or street section to be improved (as shown in Figure 4 for Year 2018). <br />The following mitigation measures are recommended to improve Year 2018 peak <br />hour traffic operations: <br />1. Implementing a traffic signal at Fairview Avenue/Lydia Avenue with an exclusive <br />southbound left turn lane of 250 feet. <br />2. Directing outbound right turns and inbound left turns to and from the west via the <br />Northwestern College west gate during the p.m. peak hour and adding an <br />eastbound 150-foot left turn lane at the west gate and appropriate berming on <br />the south side of the intersection to accommodate inbound left turns from the <br />west and to mitigate potential impacts from car headlights to residential <br />properties to the south. <br />3. Adding an exclusive 150-foot westbound right turn lane at Lydia/College <br />entrance to facilitate safe maneuvers for college-bound vehicles (the College <br />should dedicate the right-of-way required on the north side of Lydia Avenue to <br />accommodate the new lane). <br />4. One additional exclusive eastbound left turn lane at Snelling Avenue/Lydia <br />Avenue with left turn lanes extended to 200 feet (the College should dedicate <br />Northwestern College Master Plan 16 13529.000 <br />Traffic and Parking Impact Study
