<br />Through the development and implementation of the TDM Plan recommended above, <br />further reductions in average delay and queuing at the Lydia Avenue/College <br />entrance, and other study intersections, could be achieved. Examples of some <br />promising measures include: <br />1. Instituting staggered class hours during the p.m. peak period (4:00 to 6:00 p.m.) <br />and <br />2. Delaying the start times for the adult evening classes. <br />The full benefit of these TDM measures would require further analysis beyond the <br />scope of this Study, but it is plausible that the resulting benefits could offset the need <br />to direct traffic via the west gate during the p.m. peak hour. <br />VII. YEAR 2026 CUMULATIVE CONDITIONS <br />A. Year 2026 Cumulative Traffic Operating Conditions <br />A Year 2026 cumulative conditions scenario was analyzed in addition to the Year <br />2018 scenarios. Year 2026 cumulative traffic volumes were derived by applying the <br />same annual percentage growth rates applied previously and adding potential peak <br />hour trips from anticipated development in the area to Year 2018 cumulative traffic <br />volumes. Applications for the previously proposed Twin Lakes mixed use <br />development (between County Roads C and C-2 and between Fairview and Lincoln <br />Avenues) have been denied by the City of Roseville, but potential peak hour trips <br />from the project were included in the calculation of 2026 volumes as an example of <br />what ultimately could be developed in this area. That development was expected to <br />generate a net increase of 4,040 a.m. and 6,250 p.m. peak hour trips by Year 2020. <br />These trips were distributed to the modeled roadway network based on the <br />distribution assumed in the Twin Lakes Alternative Urban Area Review Traffic Study. <br />Year 2026 conditions assumed the transportation system mitigation measures <br />recommended for improving 2018 cumulative conditions. <br />Estimated Year 2026 cumulative traffic turn volumes are shown in Figure No. 5. The <br />results of the future traffic analysis are summarized in Table No. 6. By 2026 all study <br />intersections will have overall or approach levels of service at LOS E or F, with the <br />exception of Fairview Avenue/Lydia Avenue and Lydia Avenue/College entrance in <br />Northwestern College Master Plan 19 13529.000 <br />Traffic and Parking Impact Study
