The Snelling Avenue/Lydia Avenue intersection is projected to <br />operate at LOS F in both peak hours and the Snelling/Avenue/County Road C-2 <br />intersection is projected to operate at LOS E in both peak hours. There are no <br />reasonable mitigation measures available short of constructing grade-separated <br />interchanges that would improve these Snelling Avenue intersections. This high-cost <br />and high-impact improvement was not included in the traffic analysis as it was not <br />considered to be a financially-feasible or politically-viable solution. The Lydia <br />Avenue/College entrance southbound approach is projected to operate at LOS F in <br />the p.m. peak hour; however, this analysis did not account for the significant benefits <br />that could be achieved from implementing the TDM mitigation measures described <br />earlier, and better levels of service could reasonably be achieved through the TDM <br />plan. The Fairview Avenue/Lydia Avenue intersection operations would fall to LOS E <br />overall in the p.m. peak hour with LOS F operations for the northbound approach. <br />This could be remedied with the addition of a northbound exclusive 150-foot right turn <br />lane which would bring overall operations back to LOS C with no approaches or <br />movements falling below LOS D. <br />Northwestern College Master Plan 20 13529.000 <br />Traffic and Parking Impact Study
