. Subd. 5 Provide for fair and consistent enforcement ofthe sign regulations set forth
herein under the zoning authority ofthe City.

Findin!!s of Fact

The Plarming Commission must make a finding as to whether or not the proposed site plan for
banner signs at Mounds View High School and Valentine Hills Elementary meets the criteria
outlines in the Sign Standard Adjustments code and if the signs would adversely affect the
surrounding neighborhood and the community as a whole. Staff offers the following nine
findings for consideration:

1. Signs are a permitted use in Sign District 2.
2. The proposed signs are a reasonable use on school property.
3. There are no conditions unique to this site that would require a sign adjustment to allow
the sign to be reasonably visible from a street immediately adjacent to the site.
4. The purpose ofthe signage is not to be visible from public streets, but rather to promote
branding and visibility within the sites.
5. The signage plan for the schools is a district wide plan designed to provide consistency
throughout the district and is consistent with the design and architecture of the sites.
6. The proposed signs enhance the overall visual impact of the sites.
7. The proposed signs are not inconsistent with the purpose of the R -1 zoning district or the
current land use.
8. The proposed signs are not anticipated to have any adverse effects on neighboring
properties.

9.

Resident Comments

Staff has not received any letters, e-mails, or telephone calls from property owners or occupants
in regard to this planning case. However, site plan reviews are not public hearings and do not
require public notice.

Staff Recommendation

To approve this application, the Planning Commission and City Council must specifically
address Section 1200.22 Subd 2: The sign adjustment will allow a sign of exceptional design or a
style that will enhance the area or that is more consistent with the architecture and design of the
site. This is not a variance application, and the applicant does not need to demonstrate "undue
hardship" for the City to approve this application.

City of Arden Hills
Planning Commission Meetingfor October 3, 2007

\\Metro-inet.uslardenhills\Planning\Planning Cases\2007\07-028 Mounds View Site Plan ReviewlI00307 - PC report - Mounds View Site Plan
Review.doc
