<br />~ <br />~~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br />TO: <br />FROM: <br />SUBJECT: <br /> <br />October 22, 2007 <br /> <br />AGENDA ITEM: 1.e. <br /> <br />Mayor and City Council <br /> <br />Michelle Wolfe, City Administrator ~ <br /> <br /> <br />Minnesota National Guard: Master Plan for AHATS Property <br /> <br /> <br />BACKGROUND <br /> <br />On Monday, July 30, representatives from the Miunesota National Guard attended a City <br />Council Work Session and presented information regarding their Arden Hills Training Site <br />Master Plan. I have included a copy of the Power Point presentation for reference. On October <br />5, City staff met with Colonel Kelly and other representatives of the National Guard to further <br />discuss this information. <br /> <br />DISCUSSION <br /> <br />Some highlights regarding the National Guard's plans include: <br />. Of the 1500 acres they control, they plan to keep 1200 in natural state <br />. Approximately 300 acres on the south end of the site are what they envision as their <br />"campus" <br />. They project the possibility of 250-300 people working full time on the campus when <br />fully built <br />. They plan to be active on site for a long time - they hope "in perpetuity" <br />. They expressed a firm desire to be a "good neighbor" <br />. The Master Plan is a 25-year plan; the phases are in a rough order that can change based <br />on funding availability and other opportunities that can arise. <br />. They envision the Field Maintenance Facility to be constructed in the 2011-2013 time <br />frame <br />. If the Headquarters were constructed, they envision a $40-45 million facility, funded by <br />the federal government. <br />. The billeting structures are considered Phase 6, lowest priority at this time. They <br />indicated these structures would be single-story, low impact. <br />. As far as public access to the property, it would likely always remain event-based (with <br />the exception of the Training/Community Center if built.) <br />
