<br />Memorandum to Mayor and City Council <br />Re: Pay Equity and Compensation Study <br />September 17, 2007 <br />Page 2 of2 <br /> <br />In addition to the points above, the Guard is interested in discussing the construction of a <br />Training/Community Center. Typically such centers are funded 75% by the federal government, <br />12.5% by the state, and 12.5% by the local community. They usually see the city and state <br />finance their share through a 20-year bond. Sometimes, a local community opts to pay a larger <br />share in return for adding or increasing certain parts of the project beyond the Army/Guard <br />model. There are several examples of how management of the building could be handled. Most <br />of these buildings include shared space such as the drill floor, kitchen, classrooms, and <br />conference rooms. Some of the "add-ons" they've seen in communities include ice rinks, <br />swimming pools, theaters, and event auditoriums. They mentioned several examples of these <br />joint venture projects, including Brooklyn Park, Rosemount, Inver Grove Heights, Monticello, <br />and Montevideo. <br /> <br /> <br />DIRECTION REQUESTED <br /> <br />City Council expressed a desire to have a discussion to discuss City reactions to the National <br />Guard Master Plan. Council should indicate whether they need or desire additional information <br />at this time, or if there is any other direction they would like to provide to staff at this time. <br /> <br />The National Guard representatives have expressed a willingness to answer questions and to <br />meet with City Council and/or staff as needed. In addition, they have offered to provide a tour of <br />one-two existing training/community centers. Staff will pursue the tours and follow up on any <br />other City Council requests. <br /> <br />One final note of information: The National Guard uses office space in Arden Hills City Hall. <br />The agreement regarding that arrangement has lapsed.
